We are honored to have the participation of Stephen M. Gregory, Assistant Commissioner FDNY
(Ret.) to provide insight as to not only the personal events that transpired on September 11th, 2001, but
also the formidable challenges of directing and communicating information within the FDNY and to the
Media descending upon this disaster. Assistant Commissioner Gregory was a 46 Year Employee of the
FDNY who rose through the ranks as Fire Alarm Dispatcher to Chief of Dispatch Operations and on to
Assistant Fire Commissioner. He commanded the 3rd largest Bureau in the FDNY.
Communications operations consisted of approximately 600 employees which encompassed Dispatch
Operation (both Fire and EMS) FIELD Communications Unit, Alarm Assignment Unit, Telephone Services
and Plant Operations (Fire Alarm Box Dispatch Network). He had spearheaded many of the
advancements within the Bureau of Communications and had been involved with the development and
implementation of technological and operational improvements used by the Department today.
Commissioner Gregory served as a Liaison to the Fire Commissioner, responding to the
scene of incidents in progress, keeping the Fire Commissioner updated. On September 11th, 2001
Commissioner Gregory responded to the World Trade Center from Headquarters and established a
staging area Command Post along with Assistant Chief Gerry Barbara just opposite the South Tower of
the World Trade Center, the first tower to fall.
It was a little more than ten years ago that this event changed our lives forever. Hear, first-hand from
Assistant Fire Commissioner (Retired) Stephen Gregory about the events of that frightful day and
“Lessons Learned” about Communications during a major disaster.
